Dr. Perkins will present technology challenges to industry and provide commentary on the priorities he sees in the coming years.  His remarks will focus on the government's technology needs overall - specifically, as they relate to the Global War on Terror, the emergence of AFRICOM, and other world events.  He will discuss how SBIRs, BAAs, ACTDs, and other vehicles can be used to "jump start" technology solutions and how industry can help.
